CHAPTER 1: GENERAL
Part 1. Name:
1.1 The name of this organisation shall be call “Internatinal Vovinam Federation or in the abbreviation of “IVF”.
1.2 The Vietnamese name for this organisation shall be call Lien Goan Vovinam Quoc Te or LDQT as its abbreviation.
1.3 This and other documents use the abbreviation of IVF or LDQT refer to the same organisation.
Part 2: Aims and Objectives.
2.1 The primary aim of IVF is to promote VOVINAM to be recognise as a sport under the auspice of the International Olympic Committee (IOC).
2.2 The IVF shalls establish a standardize Vovinam training program and propagate worldwide the sport along with its traditional Vovinam tenets and spirit.
2.3 The IVF sought to adopt the four concepts of "Swiftly. Powerfully. Enduringtly Accurately." through the medium of Vovinam competitions and other activities.
2.4 The IVF shall observe the general and fundamental principles of the Olympic Charter and propagate the Olympic Movement through the sport of Vovinam. IVF maintains its independence and autonomy in the administration of the sport of Vovinam with its members in accordance with the Olympic Charter and the IVF Rules and regulations.
2.5 All members, Continental, Nationals, Associations and individuals, shall be treat equally under the IVF Rules and regulations. All members shall be free from any form of prejudices on grounds of race, gender, politics, religion, or social groups.
2.6 The IVF shall observe the Olympic Movement Anti-Doping Code (“OMADC”) as prescribed by the IOC and other anti-doping codes relevant in preserving the intrinsic values of the spirit of sport.
2.7 The IVF shall promote the principles of traditional Vovinam that has adopted in respect to the Vovinam philosophy, development of techniques and accreditations.
2.8 The IVF shall consult with and integrate, if necessary, the best model of practices from IOC and other International Federations (“IFs”) of the Olympic Movement, and other Organizations with regard to the administration of the sport of Vovinam. 2.9 The Rules and Regulations of the IVF, hereinafter known as the “IVF Rules and Regulations,” it is the fundamental and universal document upon which the administration of the sport of Vovinam is based. It is intended to be specific enough to achieve harmonization on matters where uniformity is required.
Part 3: Operations
3.1 To attain the objects of Article 1, the IVF shall promote and/or sanction the following championships:
1.1.1 IVF World Championships.
1.1.2 IVF World Junior Vovinam Championships.
1.1.3 International competitions.
1.1.4 Lobby to the IOC and IOC Developing Sports Programs/competitions to have Vovinam be include in the regional, continental games and the Internationla Olympic Games.
1.1.5 Provide accreditation to International Referees and on-going professional development to International Referees through certifying and approve international training Courses.
1.1.6 Provide accreditation to International Competition Coaches and on-going professional development to International Competition coaches through certifying and approve international training Courses.
1.1.7 Organise accredited Grading examination under recognization of The World Vovinam technical committee.
1.1.8 Research, preserve and development of Vovinam techniques.
1.1.9 Publication of Vovinam jouirnals, magazines and other materials.
1.1.10 Other program deem necessary to attain the aims and objects of Part 1.
2. The Operations shall be conducted as follows:
2.1. The IVF World Championships and the IVF World Junior Vovinam Championships shall be held every two years under the auspices of the IVF and organized by the host member National Association. The IVF World Junior Vovinam Championships shall not be held in the same year as the IVF World Championships.
2.2. The Continental Vovinam Championships shall be held every two years with the approval and supervision of the IVF, and shall be organized by the host member National Association selected at the General Assembly of each continental UNI0N. The Continental Vovinam Championships shall not be held in the same year as the IVF World Championships.
2.3. Other international championships, such as invitational or goodwill, may be held by any of the member nations, provided that these championships do not include the term "World" or the names of the continents of the IVF.
The results of the championships shall be reported to the IVF within one (1) month of the conclusion of the championships, along with all related documents and media materials.
2.4. All championships promoted or sanctioned publications such as posters, electronic medium and media releases by the IVF shall observe the Competition Rules of the IVF, hereinafter known as the Competition Rules.
2.5. The International Referee Seminar, the International Referee Refresher Course and the International Coach Training Course shall be conducted by the IVF only. Apart from member National Associations, no other organization shall be authorized to organize, execute, or issue certificates therein for the referee seminars, refresher courses and coach training courses.
2.6. The IVF World Championships, Continental Vovinam Championships and other international championships promoted and/or sanctioned by the IVF shall be officiated only by the International Referees approved by the IVF.
2.7. The IVF shall appointed and provide accreditation of International Referees through the IVF approved educational and training programs.
2.8. The IVF shall appointed and provide accrediation of Competition Coaches through the IVF approved educational and training programs.
2.9. The IVF approved educational programs of accreditation for international referees and competition coaches must be base on the to the traditional grade or accreditation system currently available.
3. The IVF rules and regulations must be apply and utilise on all the IVF championships.
Part 4: Headquarters and Official Languages
1. The headquarters of the IVF shall be located permanently in HoChiMinh City, Vietnam
2. The official languages of the IVF shall be English, French and Vietnamese.
3. The English language is the official language for the minutes, correspondences and announcements made by the IVF. Members are responsible for translation of the aforesaid into the language of their country.
4. The IVF Rules and regulations and Competition Rules shall be published in the official languages.
5. If there are disputes over interpretations of the IVF Rules and regulations, Competition Rules, or any other by laws under the IVF governance. The IVF shall make a determination or decisions on the disputes matter/s. Determinations or decisions made by the IVF in writing are final.
6. English shall be the official language at the IVF Council Meeting and General Assembly.
